However, I doubt this issue will persist when they manage to fix that. Never had this issue during 9.83 except the last days.

Surely we weren't able to spamm the runes back then, but I get a feeling it's not mainly the runes. But the latency.

Tbh, I'm always with that issue, maybe because I'm from Brazil, but its like, guild war, war arena, and sometimes just 2vs2 pvp in temple makes me lag hard, sometimes have the same "waiting for server response" message. I do play with one I5 2.4 with HD graphics integrated and dedicated 1GB GPU nvidea (which its not good but still its dedicated video) 4GB ram, and 5mb ISP connection, that most times work perfectly. So hardware + ISP isnt a problem for that, and obviously lately because of that technical issues its been unplayable for me. Any 1v1 only with don spell and such get me to at least 3 seconds delay. Anyway, hope that it gets fixed soon.
