my problem is As follows my ML is (30) i'm trying to get it more but when i get it tell 39% of new ml it back it to 30 and starting again and up more till 39% then it back again 30 is that bug from my account or game or what?

It is not a bug, there is a magic level cap for each vocation.
Knight's for example are stuck at magic level 14 with 44% to go.
Mages should be stuck at 156 as far as I know.
