It's your connection dropping packets, not a bug. The reason it's different between yahoo's servers and highexp's is because the connections take different routes depending on where the server you are connecting to is located. I've been getting a similar thing with league the past month where I have 21 ping, and I can see everyone moving around me but I can't move or cast spells until literally like 5 seconds later, because all those packets get "lost".

Yeah not much you can do, google "packet loss how to fix" and read up solutions that way, not going to write 10k words here when google exists. One thing that works quite well is getting a VPN, mudfish is really cheap and WTFast has a free trial, however do not buy it as it's better to get a real VPN, use the trial to find out whether or not it works and then buy mudfish if it does work.
